本文从产业结构、技术进步和FDI的角度,系统考察了环境规制对我国就业增长的影响路径,并构建中介效应模型,以1999-2014年省份面板数据为样本进行了计量检验。研究发现,环境规制对就业不仅存在直接正向作用,还会通过三个中介变量间接影响就业。环境规制通过倒逼产业结构调整间接促进就业,同时,环境规制通过刺激技术进步和抑制FDI间接削弱就业,但环境规制对就业的总效应为正。本研究对实现环境保护和就业双重红利这一目标有重要启示意义。
From the perspectives of the industrial structure, technological progress and FDI, this paper investigates the impact of environmental regulation on China’s employment. We establish a mediating effect model and test it empirically by u-sing the panel data of different provinces between 1999 and 2014 in China. The results show that environmental regulation will not only have a direct impact on employment, but also indirectly influence the employment through the three intermediary vari-ables. Environmental regulation can promote employment indirectly by forcing the industrial structure to transform and up-grade. Meanwhile, environmental regulation also reduces employment indirectly by stimulating technological progress and restricting FDI. But the total effect is positive. This study has important significance for achieving the double-dividend goal of environmental protection and employment.
