党的十八届三中全会提出,使市场在资源配置中起决定性作用,建立系统完整的生态文明制度体系.中国的碳交易市场,将发挥碳交易作为环境政策工具的资源配置功能,体现其成本较低、操作简单、适应性强、机制灵活等优势,积累碳市场资源配置与生态文明制度建设的经验.欧盟碳交易体系已连续运行9年,基于A-PARCH模型对Bluenext碳交易市场进行实证分析,可以为我国碳交易市场试点的启动建设初期,提供丰富的借鉴与启示.
英文摘要：
The Third Plenary Session of the 18th CPC central Committee proposed that the mar- ket should play the decisive role in allocation of resources, and need to establish an ecological civili- zation system. Carbon trading market in China will have the resource allocation function which em- bodies some advantages of low cost, simple operation, strong adaptability, flexible mechanism, etc. , in the mean time will accumulate experiences about the allocation of resources in carbon mar- ket and the building of ecological civilization system. This paper made empirical analysis of Bluenext carbon trading market based on A-PARCH model and will provide rich lessons and enlightenments at the earlier sta~es of th~ r~rh,~,~ t,~oA; ~1 -
