产品质量类突发事件呈现出种类多、影响大、连发性强、损失重、处置难度大等特点。为适应这些新特点,我国的产品质量监督管理体系需要按照变分散型管理为综合型管理,变注重事后处置为预防、处置和恢复全过程管理的思路,构建“集中领导、统一指挥、结构完整、功能全面、反应灵敏、运转高效”的产品风险监管综合应对体系。这就需要在引入全面风险管理理念的基础上,对产品自身属性、全流程的产品链、以及由多主体构成的监管体系进行全面系统的风险分析与评估,通过对这些评估得出的“潜在损失”的监控手段进行系统性规划,实现对产品质量监管资源的合理、有效配置。
Unexpected events concerning product quality are characterized with being numerous in kinds, enormous in influence, grave in loss, and difficult to deal with. To adapt to such new characteristics requires changes of the product quality management system from dispersed patterns to comprehensive ones, from after-event solutions to whole course preventions, handlings, and recovering methods, that is, to construct such a comprehensive answering system for product risk supervision as that of "leadership centralization, unified command, structure completeness, function all roundedness, reaction sensitivity, and high-efficiency operation". It then needs to introduce the risk management idea and implement an overall and systematic risk analysis and assessment upon the nature of products, the whole course of product chains, and the supervision system made up of multiple subjects. A systematic planning of the supervision means for the "potential losses" in terms of such assessment can then result in rational and efficient configuration of product quality supervision resources.
