应急管理能力是衡量公共部门,尤其是政府部门管理水平高低的重要标准之一,应急管理培训及其体系建构往往是提升公共部门应急管理能力的重要途径。本文从培训主体、培训目标、培训对象、培训方式、培训内容、培训周期和评估手段等多个角度,初步比较分析了国外公共管理部门应急管理培训体系的建构状况,以期能为中国的应急管理培训体系建设提供有益的借鉴与参考。
The capability of emergency management is a vital index to evaluate public organizations' management level, and the train- ing system building for emergency management is an important method to improve the emergency management capacities of public sector. Through a comparative analysis on the emergency management training systems among foreign public sectors, including objectives, targeted groups, curriculums, methods, duration and evaluation, the paper aims to provide valuable references for Chinese government to set up relevant training system across the nation.
