经过20多年的建设，世界范围内的电子政务均得到不同程度的发展。为了验证早期电子政务发展阶段的理论，明确当前电子政务发展所处的阶段。反思新时期电子政务带来的变化及电子政务发展的主要受限因素，考察美国地方电子政务发展的轨迹。发现美国地方电子政务仍处于单向一双向沟通阶段的过渡期，电子政务发展所引发的变化导致地方政府的采纳行为有所保留。
英文摘要：
E-government has been developed worldwide in the last two decades. To verify the early theories of e-government development, clarify the current situation of E-government development, we could ponder on major changes brought by E-government development and figure out its limitations. By observing the path of E-government development in the U.S. ,we find that U.S. E-government is still in the transitional period and local governments are hesitated to adopt certain E-government approaches. These lead to a comprehensive discussion including E-government development and social media.
