In order to better respond to emergencies and disclosure the evolution mechanism of network opinion,the evolution mechanism of network opinion is divided into four stages,which are the gestation, diffusion, outbreak and decline.Then the formation mechanism, driving mechanisms, affecting mechanism and termination mechanism of the internet opinion emergencies are discussed. In the end, the guidance and control strategies targeted public opinion are proposed .
