探讨我国国土空间优化配置的重大理论和应用问题,归纳“十三五”时期空间规划的主要指引。基于问题导向和目标导向相互融合的学术思想,以“新城市病”为问题导向的例证、以城镇化新机制为目标导向的案例,综合分析了创新空间规划的必要性。提出完善我国空间规划体系、构建现代化区域治理和空间管制模式的重点取向是在法制化和科争胜的大前提下,强化空间规划的“两性”和“两化”,即空间规划要具备战略性和约束性,实现精准化和系统化。战略性突出前瞻性的长远指引和上位的顶层设计,约束性突出规划刚性内容和实施的刚性手段,精准化突出差异化发展模式及针对性规划举措,系统化更加注重不同规划问的协调及规划同实施规划的机制设计的协调,着眼日益复杂的规划对象和规划系统性、科学性的取向要求,进行了空间规划学科建设的思考。为此,应重视学科融合的综合性特征,强调现代技术的支撑应用;重视基础理论和基本模式的深化研究,突出空间规划学科体系的整体协同发展;重视大数据和模型群的基础设施建设,创新规范标准与弹性柔性规划的统一路径。
The paper discusses the major theoretical and practical problems in the optimal allocation of national spatial resources in China and summarizes the main implications of the five new development concept. Based on the academic thought that combines both problem orientation and target orientation, the paper uses the "new city disease" as an example of illustrating problem orientation while the new mechanism of urbanization as an example of target orientation. The necessity of planning for innovation spaces are analyzed comprehensively. The paper suggests that the improvement of China's spatial planning system and the construction of modern regional governance and spatial regulation systems can be achieved by making spatial planning more strategic, binding, accurate and sys- tematic. The strategic aspect emphasizes long-term guidance and the super struc- ture design. The binding aspect emphasizes the restrictive content and implementa- tion conformity. The accurate aspect highlights different development pattern and targeted planning measures. And the systematic aspect pays more attention to the coordination between different plans as well as between plan making and imple- mentation. The paper also give suggestions on strengthening the spatial planning discipline. Firstly, more attention needs to be paid to the application of modern technology. Secondly, more researches need to be carried out on fundamental theo- ries and development models, and more balanced development of the discipline should be highlighted. Thirdly, infrastructure for big data and model analysis should be built, and the balance between planning standards and flexibility should be explored.
