通过收集1998-2008年我国30个省市创新投入产出及相关影响因素的面板数据,应用随机前沿函数测度了各区域的研发效率及影响因素。发现:(1)未考虑效率影响因素时,中国区域研发效率较低;考虑影响因素后,短期效率得到提升,中期经过一个短暂的下降调整,长期进一步提升。(2)研发效率的影响因素中,政府资助对研发效率的作用,短期中促进效果不明显,中长期甚至出现负面效应。金融支持对研发效率的影响各期均显著为负。企业主体对研发效率的影响短期为负;长期中,有显著促进作用。产学研合作对研发效率的影响:短期与长期显著为负;中期正面影响不显著。FDI对研发效率的影响:短期中有显著促进作用,中期中会抑制研发效率;长期中促进效应不显著。基础设施、人力资本对研发效率有显著的促进。经济增长对研发效率随不同时期呈不显著、显著状态的正面影响。地理区位对研发效率有负面影响,短期显著,中长期不显著。在此基础上提出了有效提升区域创新效率的政策建议。
Collecting the 30 provinces in China and the related impact factors of innovation input and output factors in panel data from1998-2008,using stochastic frontier function,the paper measured the regional RD efficiency and influencing factors.Found: 1.impact factors are not taken into account,the efficiency of China's regional development is lower;Considering the impact factors,short-term efficiency is enhanced,through a temporary decline in the medium-term adjustment and long-term to further enhance.2.RD efficiency factors,the efficiency of government-funded RD function,short-term promoting effect was not obvious,even has negative effects in medium-long-term.Financial support for RD efficiency of each period were significantly negative.Business of the main is negative to RD efficiency in short-term;there is a significant role in promoting in long-term.The impact of Cooperative of U-I-E on RD efficiency is: Short-term and long-term are significantly negative;medium-term positive effect is not significant.The impact of FDI on RD efficiency: A significant role in promoting in short-term;inhibited the development of efficiency medium-term;long-term effect was not significant.Infrastructure,human capital,significantly promote RD efficiency.with the different periods,Impact of economic growth on RD efficiency was not significant,a significant positive.Geographical location have a negative impact on RD efficiency,short-term significant,long-term is not significant.On this basis,the paper proposed effective policy recommendations to enhance the efficiency of regional innovation.
