This paper from the perspective of knowledge proposes that the highlight of innovation is not just strategic, but more of fundamental changes in understanding the economic system and economic development, a transformation from traditional neo-classical economics by A. Marshall to Schumpeter economics. According to this transformation, production capability and output value are no longer important. Instead, the abilities to create new knowledge, acquire them and make use of them should be improved.
