要实施排污权交易制度，在理论和实践中需要解决的一个重要问题是实施排污权交易制度的时机问题，因为实施排污交易制度的时机不但是组建排污权交易市场的起点和基础，而且是排污权交易市场有效运行的基础。文中建立了一个实施排污权交易制度的最优时机决策模型，应用该模型对太原市实施二氧化硫排污权交易制度的最优时机决策问题进行了分析。
英文摘要：
The integration of the pollution fee and emission trading policy is a specific problem that cannot be overlooked in building emission trading system in China. Through derivative functions and continuous discount method, this paper attempts to create a timing decision model. In regards to the proven analysis with the founding of a tradable market of SO2 pollution permits, the city of Taiyuan has stated that this model acquires characteristics of being scientific, reasonable and straight-forward.
