根据交易比率系统(TRS)模型,引入污水处理厂和基于排污总量控制的区域负荷标准2个制度变量,建立了新的成本有效流域排污权交易系统模型,并进行了仿真。结果表明,新模型使排污交易系统总削污成本明显小于TRS模型总削污成本,而且,随着区域负荷标准的下降,每个排污源的削污量逐渐增加,委托污水处理厂的处理量逐渐上升,排污权的交易量逐渐减少,流域总的排污量逐渐下降。
To establish a cost-effective model of watershed-based permit-trading system suitable for China,two institutional variables,which were sewage treatment plants and regional water pollutant loads based on total emission control were brought in Ming-Feng Hung and Daigee Shaw's trading-ratio system.After simulating,the results showed that the new model could achieve less total abatement cost than the model's of Ming-Feng Hung and Daigee Shaw.Moreover with decrease of regional loads,every point sources would have more volume of abatement by themselves,which led to the treatment volume of sewage treatment plants increasing and trading volume of permit decreasing.As a result,total volume of emission would decrease.
