政府信息化发展的关键在于如何有效地对政府信息资源进行整合、使用和管理,解决政府机构间的信息孤岛问题,因此,加强政府组织间的信息共享是我国现阶段电子政务建设的重要任务。基于原有文献和访谈调研,本文归纳了法律和政策环境、项目倡导机构、组织间信任、组织领导支持、技术支持、实施成本和流程的可追踪性等七个因素,建立了政府部门间电子化信息共享的成功因素模型,通过实证研究的方法对模型的进行验证,同时,研究了政府行政层级对跨部门间信息共享成功的影响。
The key of E - government development is how to integrate, apply and manage government informarion resource and solve isolated information systems. Therefore, it is an important mission to strengthen information sharing across government agencies at present. Based on literature and field study, seven factors are induced including legal and policy, program championship agencies, trust across agencies, manager support, technology support, operation cost and process traceability. A successful factors model is set up and validated through empirical study. Meanwhile, it is also studied the difference information sharing conditions with different government hierarchies.
