The sources of the shifts of government function,that is the change of environment ,were analyzed by using theory of complex huge system, of government and of economics in this paper. A conceptual model of the shifts of government function was presented. The relationship of government system with .social requirements, the relationship of government system with its environment, the dynamics of government function and the complexities between government and its environment were all analyzed and some conclusions were summarized.
