在分析循环农业内涵、原则和技术目标的基础上,结合吉林省农业发展现状,建立循环农业发展评价指标体系,运用熵权系数法对1990-2008年吉林省循环农业发展水平进行综合评价。研究结果表明:1990-2008年,吉林省循环农业发展水平不断增强,循环农业演化过程经历了停滞、缓慢提升、快速发展3个阶段,对1990和2008年循环农业发展制约因素和障碍度进行了对比分析。研究发现:2008年吉林省循环农业发展障碍因素依次为资源减量投入、资源循环利用、经济社会发展和资源环境安全。最后,根据评价结果提出了吉林省循环农业发展优化调控对策。
The circular economy is originated from space ship economy theory in 1960s. The theory of circular economy was formed under the guidance of sustainable development strategy in 1990s. The circular agriculture is put forward first by Chinese scholars. The conventional agriculture is confronted with a series of problems at present, such as environmental pollution, ecological damage, resources waste. People begin to focus on the development of regional circular agriculture for improving efficiency in use of resources and economic benefit. The development of circular agriculture is the demand of modern agriculture, and the important component of new rural structure for resource-saving and environment-friendly society. The circular agriculture is that application and extension of the circular economy theory in the field of agricultural area. It is very important for "resource uses", "energy saves", "emission reduction", "enterprise and industry development support", and "farmers' income improvement". The index system for evaluating circular agriculture is finished by analysis of connotation, principles, technical object of circular agriculture, combing with the agricultural development degree in Jilin province. Based on the entropy and weight coefficient method, the authors make a comprehensive evaluation on the development of circular agriculture in Jilin province from 1990 to 2008.The result shows that the development process of circular agriculture in Jilin can be divided into three phrases. The first stage from 1990 to1996 in which the development level of circular agriculture is stagnation, and the comprehensive evaluation index is 4.18; the second stage is from 1997 to 2002 in which the development level of circular agriculture improved slowly, and the comprehensive evaluation index is 4.77; the third stage is from 2003 to 2008 in which the development level of circular agriculture improved quickly, and the comprehensive evaluation index is 7.01.
