随着全球化与区域化进程的推进，城市群将成为我国区域一体化发展的主要形式。城市群一体化发展需要制度保障，有效的城市群制度能节约交易成本，平衡不同等级城市的政治权力，促进城市群向一体化方向发展。将新区域主义的合作理念引入到城市群一体化发展的制度研究中，对新区域主义中关于制度建设的研究成果进行了简单总结，重点分析了新区域主义对辽宁中部城市群制度构建的几点启示，即保持开放的制度空间范围、形成多元化的组织管理模式、建立网络型的管治体系、重视非正规制度的建设、构建相互依赖的产业集群；加强公共建设项目建设等方面。
英文摘要：
With the promotions of globalization and territorialization, urban agglomerations are becoming the leading form of territorializations. A good rule system could save the trading cost, balance the political power prompt the integration between cities. In this paper, we introduce some concepts of the new regionalism into the study on integrated development of urban agglomeration, and then analysis its impacts. Our investigation shows that the open space of rules, multi-model of organization, network-like management system and construction of informal rules are important for integrated development of central Liaoning urban agglomeration.
