在阐释零时间企业的内涵及其出现的必然性的基础上，剖析了零时间的实现难点与零时间企业的实施难点，并对零时间与零时间企业的实现程度和条件进行了讨论，并在阐释快速战略决策的内涵与特定原则的基础之上，剖析了零时间企业与快速战略决策之间的内在联系，提出了零时间企业战略决策的滚动决策的IFOCMSR速度模型并对其运作机理予以论述，指出“滚动决策”是实施快速战略决策行之有效的保障。
英文摘要：
The difficulties of the realization of zero time and the implementation of zero time enterprise were firstly expounded on the basis of inevitability of the appearance of zero time enterprise and the connotations of zero time and zero time enterprise. Then the implementation extent or the level of implementation and conditions of zero time and zero time enterprise were also discussed. Through the explanation of the major specific principles and connotations of fast strategic decision, the internal relations of zero-time enterprise and fast strategic decision were analyzed as well. After establishing the IFOCMSR velocity model of rolling decision of strategic decision for zero-time enterprise, the operational mechanism of IFOCMSR velocity model was also explained. It was presented that the rolling decision is the effective guarantee for implementing fast strategic decision.
