运用实证研究方法考察战略决策的时间分布。研究发现，战略决策的大部分时间用于情报活动和设计活动，而抉择活动占用的时间较少。在相关文献的基础上梳理了影响快速战略决策的因素。提出应该在考虑决策影响因素的基础上，尽可能压缩情报活动和设计活动所占用的时间，并针对这两个活动的时间压缩提出具体解决措施。
英文摘要：
Firstly, We investigated the distribution of time cost in strategic decision-making empirical studies. Study shows that strategic decision-making time mostly distribute in intelligence activities and design activities, less in choice activities. Secondly, this article in the foundation that summarizes to the correlation research has summed up effecting factors about speed of strategic decision-making. Finally, based on full considering of these factors, this paper put forward some measures to compress the time cost in information activities and design activities .
