In an effort to help accommodate the need for reform and opening-up, China is promoting the construction of State Compre hensive Supporting Reforms Pilot Area（ SCSRPA）, which was assigned a great mission to implement the scientific development concept, advance institutional innovation, explore new developmental mode, upgrade regional competitive capability and build a harmonious society. Overall, the reform measures of the SCSRPA not only have a distinct era characteristic and regional feature, but express a great difference with Special Economic Zone. To some extent, the position of a city or an area in future competition depends on well taking advantage of resources and characters, promotion in institution innovation as well as taking reform initiative. For a city or an area, undoubtedly the success in being given the authority in setting up the SCSRPA means to gain an opportunity on institution innovation, starting a new undertaking and a rise in economy. That is why the competition is so fierce everywhere in applying course.
