当前我国正处于从“管制型”政府向“服务型”政府转型的过程中,适应这一发展趋势,政府绩效评估也需要从机构绩效评估转向公共服务绩效评估。本文指出,由于当前以机构为重心的绩效评估存在诸多缺陷,政府绩效评估重心应该转向公共服务。这种以公共服务为主要内容的政府绩效评估不但在评估对象方面与机构绩效评估有着明显不同,而且也能相应解决机构绩效评估的四大缺陷。本文还讨论了公共服务绩效评估对改善公民满意度、提升服务质量、转变政府职能、建设服务型政府的意义,以及推进我国政府绩效进一步完善,实现政府绩效评估良性发展的作用。
Chinese government is in the process of transiting from regulating to serving, which makes it necessary to change the loci of performance measurement from agencies to public services. This paper points out that current agency performance measurement shows many weaknesses which gives way to public service performance measurement, since performance measurement focused on public services can avoid the four weaknesses faced by agency performance measurement. Finally, the paper discusses the meaning of performance measurement focused on public services.
