从土地合理利用的内涵出发,建立了一个基于低碳背景的土地合理利用评价指标体系,包含土地利用系统、能耗系统、环境系统、经济系统和社会系统5个方面共22个指标,用模糊层次分析法确定了各指标的权重。最后对全国30个省（市、区）进行了实证研究。结果表明,从各省（市、区）来看,北京、广东、湖北等土地合理利用水平较高,而内蒙古、山西、宁夏等土地合理利用水平较低;从三大区域来看,东部地区土地合理利用水平最高,其次是中部,西部最低。参照各项评价结果对我国今后的土地合理利用提出了一些相关建议。
英文摘要：
In terms of reasonable land use,we established an index system with 22 factors from a viewpoint of low carbon,incluing land use system,energy consumption system,environmental system,economic system and social system,and then used FAHP to calculate the weight of each index.Finally,this paper takes 30 provinces as an example,and has obtained the conclusion that the level of reasonable land use are higher in provinces such as Beijing,Guangdong,Hubei than in Neimenggu,Shanxi,Ningxia,and eastern area ranks the top,followed by ceantral area and then western area.According to evaluation result,we also put forward some suggestions on the future land utilization.
