在我国建设用地供给十分紧张的背景下,实现土地集约利用是推进城镇化进程的重要保证。一直以来,由于农地产权主体虚置及征地制度的固有缺陷、地方政府对土地财政过度依赖、土地规划缺乏科学性与权威性等原因,导致我国土地利用存在着地方政府对城镇建设用地重“增量”而轻“存量”、农村集体建设用地闲置浪费现象严重等问题。为集约利用土地资源,必须明晰农地产权、改革征地制度、完善财政分权及地方政府政绩考核制度、强化土地规划在引导土地集约利用方面的调控职能。
The intensive use of land is the important guarantee for promoting urbanization process in the background of a lack of construction land supply in China. All the time, the local government attaches great importance to incremental development instead of stocking for urban construction land, and idleness and waste of rural collective construction land are serious in China. The reason for that relates to dummy main body of farmland ownership and the inherent defect of land requisition system, the local government's over-reliance on land finance, the lack of scientificity and authority in land planning. Finally, the countermeasures and suggestions of intensive utilization about land are proposed, including the following aspects: clarifying farmland property rights, reforming land requisition system, improving fiscal decentralization and local government performance appraisal system, and strengthening the regulation of land planning for guiding the intensive utilization of land.
