基于《2016年天津市交通与住房调查问卷》,根据不同群体出行方式构建两种模型,定量测算并比较分析其交通拥堵成本,结果表明:时间价值越高的出行者交通拥堵成本越高;私家车出行者拥堵成本较高;低收入群体拥堵成本差异性较大。因此,从公交优先、技术创新及经济杠杆三个方面分析不同群体交通拥堵成本降低机制,进而提出同步强化公共交通软硬件建设、推动"移动互联+交通"融合发展、推进差异化交通拥堵收费政策并完善停车收费政策等对策建议,缓解城市交通拥堵。
The paper constructs two models to calculate and compare the traffic congestion cost of different groups based on Tianjin Traffic and Housing Survey Questionnaire 2016. The results show: the people who have higher time value will pay more traffic congestion cost. Private car travelers' traffic congestion costs are higher. There is a big difference of the traffic congestion cost in low income groups. The paper analyzes on the decreasing mechanism of traffic congestion cost of different groups from bus priority, technological innovation and economic leverage. The paper puts forward strengthening the construction of hardware and software of public traffic, promoting the "Mobile Internet + Traffic" integration development, promoting differentiated congestion pricing policy and improving the parking fee policy to provide theoretical support for the mitigation of urban traffic congestion.
