重点分析了研发能力、知识型人力资本对区域创新产出的影响，并提出了信息和通信技术（IcT）在其中的调节效应。运用我国31个省市自治区2006--2011年的数据进行了实证检验，层级回归分析结果显示：知识型人力资本显著正向影响区域的创新产出，但研发能力对于区域创新产出的影响并不显著，ICT发展水平正向调节知识型人力资本与区域创新产出之间的关系。并在分析和解释上述结论的基础上，为我国ICT产业布局和创新实践提出了政策建议。

英文摘要：

This research analyzes the effect of R＆D capability and knowledge-based human capital on regional in- novation output, and the moderating effect of information and communication technology （ICT）. Through the empir- ical analysis of data from 31 provinces and autonomous regions in China in 2006-2011, the hierarchical regression results show knowledge-based human capital has significant positive effect on regional innovation output, but the effect of R＆D capability is not significant, meanwhile, ICT positively moderates the relationship between knowl- edge-based human capital and regional innovation output. Furthermore, based on the analysis and explanation of the results, this research provides some suggestions for the national ICT industry distribution and innovation prac- tices.
