Treating legitimacy and resource which has been focused on the supporting role on strategy implementation, as influence factors, the article explores the effects of the factors on institutional entrepreneurship strategic choices of Chinese firms. A new framework about institutional entrepreneurship strategic choices with certain legitimacy and resource constraints is worked out, firms may have a tendency to implement an institutional entrepreneurship strategy immediately, or to postpone it, to implement it collaterally, or in a bricolage way.
