The development of tourism in xi ＇an city has high competitive advantage, this paper oaseu on tile of xi ＇an city tourism development feasibility factors （SCP） on the basis of using industrial organization method, and probed into the problems of xi hn solve the problem, in order to promote healthy, city tourism and put forward the corresponding analysis rapid and harmonious development of city tourism.
