Outcome Based Education is a popular theory in many developed western countries. It has questioned and challenged the traditional educational ideas in every aspect and proved a great success. It is badly needed to explore teaching model of English public speaking as a new course in English education. Based on the theory of OBE, a fur- ther consideration is given to the teaching objectives, teaching methods, teaching procedure and way of evaluation as to the course. It is pointed out that everything in teaching should be carried out around the outcome students gain af- ter leaning. A more practical teaching model is put forward to improve the quality of the course, as well as the students＇ability of English public speaking.
