新常态既给京津冀协同发展带来了机遇也提出了挑战,并赋予京津冀协同发展的新使命。针对京津冀协同发展的新阶段与新情况,通过构建绩效评价指标体系,并评价对比京津冀、长三角、珠三角资源配置效果,发现影响京津冀协同发展的最大瓶颈是缺少一个卓有成效的制度安排。因此,引入"区域治理"理念,并把其作为一种有效的制度安排,核心是通过平等协商让资源和要素在区域间进行有效配置,这是一种重大体制机制突破,需要敢破敢立的政治勇气和智慧。要尽可能实现社会各界诉求,最大化区域公共利益,并动员全社会力量积极投入到协同发展中。
The new development has brought about new opportunities,challenges and missions to the collaborative development of Beijing-Tianjin-Hebei.This paper describes a comparative study of BeijingTianjin-Hebei,Yangtze river and pearl river deltas in performance assessment indexes.Results show that the Beijing-Tianjin-Hebei integrity lacks in institution,or the concept of regional governance.The resources and elements can be effectively configured by equal consultation.This demands courage and wisdom,maximizing public interest,and mobilizing of every corner of the society.
