The inadequate social involvement and the traditional culture management mode lead to severe fragmentation and decentralization in digital culture governance. Based on holistic governance theory, a holistic digital culture governance system is established. This system is oriented by public needs for digital cultural services, enhances system, technology and human resources security, multiple society subjects are introduced, relationship between settings body, construction body, management subject is straightened out, definitions of digital cultural undertakings and digital cultural industry are clarified, and supervision mechanism for holistic digital culture governance is developed.
