对智库的评价是提高智库工作效率的重要途径,能帮助研究者了解智库的发展状况。文章着眼于研究智库评价体系的构建,从智库建设的实际出发,在定量分析国内外智库研究热点及学者研究成果的基础上,运用社会结构范式和解释结构模型构建智库评价指标体系,旨在对智库的建设、运行、绩效等方面进行评价。文章构建出的智库评价指标体系包括：五个一级指标,十八个二级指标,四十个三级指标及若干四级指标。

英文摘要：

Evaluation of think tank is an important way to enhance the working efficiency of the think tank. It can also help researchers understand the think tank developments. This article focuses on building a think-tank evaluation system. In this paper, the author uses explanation structure model to construct an evaluation index system of think-tank construction based on the quantitative analysis of the theoretical achievements of predecessors, domestic think tank research focus and the reality of the construction of the think-tank. It aims to evaluate on the construction, operation and performance of think tank. This paper has constructed the evaluation index system including five first-level indicators, eighteen second-level indicators, forty third-level indicators and some fourth-level indicators.
