Library plays an important role in reading activities. Only when the library finds its position in nationwide reading, can it better make full play of its cultural transmission function and social education function. Local library has the advantage of service, users, resources and network layout in carrying out the national reading. This paper makes a discussion on organization and coorperation in local libraries in China based on a case study of Xiangshan Library in Zhejiang Province, in order to find out the role of local library in nationwide reading in China.
