The work concerning overseas Chinese should adhere to the Scientific Outlook of Development, and should be done under the guidance of policy, guideline and strategy with the characteristics of Overseas Chinese Culture, encourage their enthusiasm and initiative for building a better motherland, strengthen their determination and commitment. The work should promote the investment and cooperation in motherland, introduce overseas intellectual resources, deepen the relation and collaboration in the fields of science and technology as well as culture, develop the United Front, and prompt the peaceful reunification of our motherland.
