[ Purpose/significance] China is in an creasing. In order to promote the smart emergency more neering thinking into the urban emergency field, aiming era of transition, and the emergency decision-making risk has inscientific and democratic, the paper applies the intelligence engiat strengthening the intelligence support role in smart city emer- gency decision-making. [ Method/process ] The paper first analyzes the current intelligence demand characteristics of smart city emergency, on the basis of the introduction of intelligence engineering idea, then the paper discusses the prac- tice and application of smart city intelligence engineering oriented to emergency decision-making from three levels of factu- al data, specified tool and specialist wisdom methods, three perspectives of discipline, society and government, etc. [ Result/conclusion ] In the era of big data, taking the smart emergency as the ＂theme＂ and the intelligence engineering as the ＂rheme＂. It is necessary to build the structure of smart emergency intelligence system with the big data resources as the foundation, intelligence fusion as the core, and expert wisdom as the support.
