在智慧城市背景下,智慧应急是针对城市突发事件而采取的智能感知、智能分析与智能处理等应急响应解决方案,智慧应急信息资源是智慧型应急管理的支撑与基础。鉴于城市突发事件信息的多源、异构特征,有必要对其进行融合与集成,进而上升到面向应急决策的情报层次的提取与发现。熵理论可以用来揭示城市突发事件的发生机理,而情报是智慧应急负熵流中的关键因素,文章就此构建了相关的情报视角下智慧应急基本理论模型,并对其进行了讨论。
Smart emergency refers to the emergency response solutions which contain intelligent perception, intelligent analysis and intelligent processing in the context of smart city. Smart emergency information resources are the foundation for smart emergency management. However, due to its multi-source heterogeneous characteristics, it is necessary to fuse and integrate emergency information and then rise to the intelligence extraction and discovery for emergency decision-making.Entropy theory can be used to reveal the mechanism of emergency, and intelligence is the key factor in smart emergency negative entropy flow. Based on this, the paper constructs the basic theoretical model of smart emergency in the perspective of intelligence, and gives several discussions about it.
