英文摘要：

Based on the important role of expert team in the process of emergency group decision-making, this paper constructs the working process of expert virtual reference according to the sequence of ＂ranking fusion-feature fusion-opinion fusion＂ . The pa- per combines ranking fusion with the D-S theory to solve the conflict of expert ranking obtained from different aspects. Based on the acquisition of comprehensive ranking as well as the feature fusion around the resource equilibrium degree, the paper reveals the con- tent features of expert through the weight setting and priority setting. The paper takes mass value of expert comprehensive ranking as the weight of expert opinion, and describes the process of expert opinion fusion by adopting the weighted average method. Finally, the paper points out that it is necessary to combine the artificial evaluation with the evaluation of machine for the emergency virtual reference, which in order to form efficient and scientific process of virtual reference.
