文章系统考察了应急决策情报体系的形成与发展脉络,认为从早期孤立零散式的应急情报策略到现今情报工程化时代的应急决策情报体系,各阶段突发事件应急决策中的情报效用、侧重点、传递方式等明显不同。在此基础上,探讨了应急决策情报体系的内涵定位,提出了面向情报工程的应急决策情报体系初步构想。最后,对我国应急决策情报体系建设的若干问题进行了探讨,认为在大数据背景下对应急决策情报体系进行构建与完善尤为必要。

英文摘要：

This paper systematically studies the formation and development of emergency decision-making intelligence system. From the traditional isolated and diffused emergency intelligence strategy to the modern emergency decision-making intelligence system in the era of intelligence engineering,the utility,emphasis point and transmission mode of intelligence in emergency decision-making are obviously different in each stage. On the basis of this,the paper discusses the connotation and orientation of emergency decision-making intelligence system,and puts forward a preliminary conception of the system which is oriented to intelligence engineering. Finally,the paper discusses some problems about the construction and perfection of emergency decision-making intelligence system in China,which are particularly necessary under the background of big data.
