突发公共事件网络舆情具有动态性、风险性和复杂性等特点，研究其在网络组织中的传播过程，对全面认识突发公共事件网络舆情传播内在规律具有重要意义。本文从社会系统角度构建了突发公共事件网络舆情在网络组织中的传播模式，详细描述了模式中各要素之间关系，再现了突发公共事件网络舆情信息流传播过程，并论述了各类组织在舆情传播中的作用。文章最后给出了一些应对网络舆情的策略。

英文摘要：

The network public opinion of emergency has characteristics of dynamic, risk and complexity. It has great significance to study its communication process in network organizations for unders tanding the inherent rule. In this paper we first proposed a communication model, from the perspective of society, to describe the communication process of network public opinion in network organization at time of public emergency. It expresses the relationship between the elements and illustrates the network public opinion diffusion way in network organization. Finally, the effects which network organization act on network public opinion are analyzed. At last, some suggestions are proposed.
