英文摘要：

The aim of the research on the subject of ＂wisdom＂ construction of emergency information system under the perspective of network is to explore the combination of network science and intelligent emergency information management. Based on the analysis of characteristics of social semantic Web, events chain and information flow, the paper discusses their application value in turn. Firstly, social semantic Web, which integrates the semantic expressions and network analysis, contributes to the public opinion extraction and presentation as well as the knowledge expressions and inference of network. Then, the studies of events chain modeling method, coupling algorithm and inference mechanism will provide new approaches for multi-source information fusion and information early warning. Finally, the paper probes into the structure of emergency information flow and information interactive network with the help of causality network. All of the three have their own emphasis and intersection, and together form the method system of the research for this subject.
