作为政府转型的全新管理模式和电子政务的终极目标，协同政务极大地推动了基于共赢思维的政府管理创新。本文首先从信息经济视角出发，通过成本收益分析论证了协同政务与传统政务的信息垄断相比，信息共享条件下政府信息资源的成本更低，而收益更大，管理效率更高；然后，构建了政府部门间的行为博弈模型并分析得出，政府各部门都采取协作策略可提高整个政府乃至整个社会的整体利益，进而实现全社会的共赢；最后，从法律机制、监督机制、利益协调机制等多个维度提出推动协同政务的政策建议。
英文摘要：
As the ultimate goal of e-government and the transformation of the new government management mode, collaborative governance has greatly pushed the government management innovation based on win-win thinking. From the perspective of information economics, this paper first compared the cost income between collaborative governance and traditional governmence, reaching the conclutionthat under the condition of information sharing environment, the cost is lower while the income is higher with better efficiency. Then, this paper constructed a game model between the government sectors to analyze its behaviors. Through the model analysis, we can getthat if all the departments of the government take cooperation strategy, the interest of the government and the whole society can be improveed. Finally, this paper put forward with policy recommendations from several aspects including legal mechanism, supervisionmechanism and interest coordination mechanism.
