近些年来,中国的电子政务建设取得了长足发展,从电子政务1.0进入到电子政务2.0时代,这对整合提升政府公共服务和管理能力有很大的促进作用。基层政府是大量公共服务的供给主体之一,通过电子政务2.0提供和改进公共服务是提高其服务质量和效率的重要手段,但在实践中,电子政务2.0在基层公共服务的应用中还面临着理念、体制和资源方面的障碍。消除这些障碍,促进电子政务2.0作用的发挥,将会进一步提高基层公共服务的效率和水平。
