京津冀协同发展的背景下,如何优化和重构河北沿海区域的长效性发展显得尤为必要.文章通过基于中心边缘理论视阈对河北沿海区域发展中经济增长效率偏低、经济发展动力不可持续、资源环境的约束以及空间集聚效应异化等现实困境的梳理,进而以偏离一份额分析法（ SSM）对其产业结构进行分析,发现在产业结构方面第一产业比较于二三产业处于劣势;而在竞争力层面,第三产业较之于一二产业处于极大优势.为此,河北沿海区域应从合作与协调发展机制、产业整合与优化、区域中心的培育、生态环境共建共享等维度上建构发展路径,以实现河北沿海区域的长效性发展.
英文摘要：
Under the background of the coordinated development of Jing-Jin-Ji, optimizing and reconstructing the long-term development of Hebei coastal areas is particularly necessary. Based on the core-periphery theory, the article pointed out some real dilemma in Hebei coastal regional development, including comparatively low economic growth efficiency, unsustainable economic driving force, resource and environment restraints and alienation of spatial agglomeration effects. Furthermore , through shift-share method （SSM）,the study analyzed the industrial structures of the region, and found that the 1^st industry is at a inferior position compared with the 2^nd and the 3^rd industries, while concerning competitiveness, the 3^rd industries, compared with the 1^st and the 2^nd industries, has an extreme advantage. Therefore, the coastal region of Hebei should from severaldimensions construct the development routes, as cooperating and coordinating development mechanism, integrating and optimizing industries t cultivating regional center and co-constructing and sharing ecological environment, thus realize the long-term development of this region.
