The reform of social policy is an important part of the construction of the alternatives of neoliberalism of Latin American leftist governments. These governments attempt to achieve social equality and poverty reduction through reshaping the relationship between the state,market and society and strengthening the state intervention. The conditional cash transfer,the ＂social campaigns＂and other social programs greatly contribute to the improvement of social conditions in these countries. In the first decade of the 21 st century,the Latin American leftist governments did little to adjust the economic structure,but to depend on commodity prosperity,which undermined the sustainability and the long-term effects of social policies. Now in Latin America,the leftist governments are facing severe challenges.
