Reform on public hospitals is one of the key points and difficulties in the new health care reform due to the dummy issues of property rights in public hospitals. Based on experiences of reform on property rights in public hospitals at abroad,the board governance mode for hospitals under the diversified property was explored. Firstly,the theory and model basis of property rights and corporate governance reforms should be analyzed. Secondly,the feasibility of board governance mode should be verified from the practice of reform. Lastly,the basic framework of board governance mode for public hospitals can be designed from internal and external governance.
