运用压力—状态-响应(PSR)框架模型,筛选评价指标,尝试建立通用的城市生态安全评价指标体系。建立了包括目标层、项目层和指标层的3层26个指标的城市生态安全评价指标体系,选择评价效果较为理想的模糊综合评价法作为本次定量研究的方法。根据以上建立的城市生态安全评价指标体系,利用绵阳市已有的调查数据和有关统计资料,对绵阳市1998~2005年间的生态安全水平进行了纵向评估。结果表明,绵阳市的生态安全水平发展趋势良好,但就所处的生态安全等级来看,该市总的生态安全水平并不乐观。研究中发现,环境压力一直处于一种相对反复起迭的状况,不安全的隶属度仍然占很大的比例;环境状态中临界安全的隶属度逐渐减小,较安全和安全的隶属度在增大;环境响应中较不安全的隶属度占的比例较大。
With the purpose of establishing the urban security assessment framework, this paper discusses the appraisal methodology in terms of use of the pressure-state-model (PRS), selection of evaluation indicators and setting-up of goal levels. Taking Mianyang City, Sichuan Province as an example, the author conducted a vertical estimation of ecological security status during the period of 1998-2005, which showed the city's eco-security level as a whole was not optimistic as far as the grade of eco-security was concerned.
