目的从人口和地理分布角度评价安徽省某市卫生人力配置公平性。方法采用调查表对辖区内所有的医疗、卫生以及保健机构的人力资源现状进行调查,利用Lorenz曲线和Gini系数对卫生人力资源配置的公平性进行评价。结果各区/县卫生人力资源配置存在地域性差异,护士比例偏低,人口公平性优于地理公平性。结论该市卫生人力资源配置总体上处于相对公平状态,但卫生人力资源结构亟待改善,地理公平性需引起重视。
Objective To evaluate the equity of health personnel allocation from population and geography distribution in one city in Anhui province. Methods The designed questionnaire was used to investigate the situation of health personnel in all health institutions. Lorenze curve and Gini index were applied to evaluate the equity of health personnel allocation. Results Regional differences existed in the allocation of health personnel of different districts. The proportion of nurses was low and populace equity was better than the geography equity. Conclusion The health personnel allocation of this city is in a relatively fair state, but the structure of health human resources needs to be improved, and the policy-makers need to pay more attention to the geographic equity.
