Based on the analysis of the concept and features of the effect of technological talent aggregation, this paper has expounded the connotation of institutional culture and its impacts on the technological talent aggregation in institutional ethics, institutional faith and institutional values three fields, then puts forward countermeasures on the optimization of Chinese present institutional culture, as building ethics of democracy and equality institutional culture, establishing the institutional culture beliefs and the scientific institutional cultural values in order to promote the phenomenon and effect of talent aggregation.
