改革开放30多年来,我国出现了一个庞大的弱势群体,只有大力发展社会教育才能根本解决弱势群体的弱势地位,维护社会稳定,促进社会和谐.当前,我国弱势群体的社会教育正面临长期不被重视、发展水平落后、发展不平衡等困境.出路在于：尽快着手进行社会教育立法,将社会教育的发展纳入法治化的轨道,并依法建立有中国特色的社会教育发展模式及弱势群体的社会教育扶助机制.
英文摘要：
With the reform and opening up for 30 years, there has been a huge country vulnerable groups, only by developing social education can solve the weak position of vulnerable groups , maintain social stability and promote social harmony. At present, China＇s social education of vulnerable groups are facing such Dilemmas as long been neglected , development lags behind , unbalanced development. The solutions are as following ： Accelerating the legislative process of social education as soon as possible, putting the social education development into the orbit of the education model of development and an assistance to vulnerable rule of law , and establishing a social groups in social education mechanisms with Chinese characteristics.
