水库移民涉及范围广、情况复杂,一直以来都是水利水电工程建设的难点与重点,其核心是制度问题。因此,水库移民制度的完善与创新成为政府管理部门和水电开发企业亟待解决的问题。针对工程建设征地补偿及移民安置政策法规的滞后和不完善,各地方政府及不同行业的移民政策不统一等,以移民制度历史演变特征为基础,运用制度变迁理论对各时期移民制度安排所处的制度环境以及所依赖的路径进行分析,得出存在移民安置问题的制度性根源与改革方向。对当前移民制度改革实践和政策制定具有参考价值。
英文摘要：
The reservoir resettlement is always a difficult and key problem for construction of water conservancy and hydropower projects due to its wide coverage and complicated conditions,so improvement and innovation of reservoir resettlement system is an urgent problem to be tackled for government and hydropower development enterprises. Aiming at the backward and imperfect policies and regulations on land acquisition resettlement,and inconsistent resettlement polices and regulations among different local governments and enterprises in different sectors etc.,and based on historical change characteristics of resettlement system,this paper analyzes the institutional environment and implementation routes of resettlement systems that were made in different periods by Institution Change Theory,and finds out institutional sources of resettlement problem and the reformation direction. The analysis results have reference value for present resettlement system reformation practice and policy making.
