基于IO-LCA模型从全生命周期角度对我国风电发展的就业效益进行了评估。首先,介绍了IO-LCA模型的基本原理;其次,构建了风电就业效益IO-LCA测算模型,阐述了模型的构建思路和所需要的数据及来源;最后,对我国风电发展所带来的直接、间接和总就业效益进行了定量测算与分析。结果表明,扣除替代火电效应后,我国风电发展带来的直接和间接就业效益分别为-0.41万人和6.88万人;风电产业发展可以带来6.47万人的全生命周期就业净增加,其主要体现在“煤炭开采和洗选业”、“其他服务业”、“电力、热力的生产和供应业”、“农业”和“交通运输、仓储及邮电通讯业”等部门。本文可为相关能源规划及政策制定者提供一定的参考。
The paper studies the employment benefit of wind power based on IO-LCA model from full life cycle (FI,C) perspective. Firstly, the basic principle of IO-LCA model was introduced; then, the IO-LCA model tor accounting emph)yment benefit of wind power was constructed, and the model construction thoughts and methods as well as the data sources were detailed elaborated; finally, the employment benefit of wind power in China was accounted and analyzed, which includes direct, indirect and total employment benefits. The accounting results show the direct and indirect employment benefit of wind power in China are -4.1 thousand and 68.8 thousand after eliminating the substitution of thermal power respectively, and the net FLC employment increase is 64.7 thousand, which is reflected in coal mining and dressing, other services, electricity, heat production and supply industry, agriculture and transport, storage and post. This study can provide references for energy planners and policy makers.
