集聚经济现象作为经济领域中的热点问题始终以来备受关注,但是从资源配置角度的研究却非常有限。研究结合集聚经济的时空属性,采用Clusterseer、Geoda和Sam计量分析软件,对浙江省2001年至2010年70个市(县)的集聚经济水平进行了多尺度的扫描统计量和空间自相关分析。并从城市化集聚经济和地方化集聚经济类型入手,分别比较了区域资源要素流的聚集规模和聚集范围。进而得出如下结论:①集聚经济在资源配置方面具有显著的效用;②不同的资源要素集聚的强度和范围各不相同;③城市化经济和地方化经济在资源配置方面具有显著的差异性,城市化经济的资源配置效应显著高于地方化经济;④城市化和地方化集聚经济交互作用形成的集聚经济类型能够最大限度地实现资源优化配置的目的。基于上述分析,提出了调控集聚经济的重大意义以及相应的政策建议。
As a hot issue in the economic field, the phenomenon of agglomerative economy has always been paid much attention. At present, the correlation studies on resources allocation at home and abroad are characterized by multi-factor and multi-scale. In summary, they are mainly the micro study with one factor as the core and the macro study with regional space as the core. Studies on resources allocation from the perspective of agglomerative economies are of significant meanings, but this kind of researches are still limited Since aggregation appears a high degree of scale sensitivity, the agglomerative economies’ effect on resources allocation not only has remarkable spatial dependence, but also has obvious time characteristics. Therefore, combined with the spatial-temporal property of agglomerative economies, the research has adopted the quantitative analysis software Geoda 9.5 and Sam 4.0 to make multi-scale spatial autocorrelation analysis on the levels of agglomerative economies in 70 cities and counties of Zhejiang Province from 2001 to 2010. In the analysis, the commonly-used Queen adjacent matrix in Geoda software and the multi-scale value of distance transformation in Sam 4.0 software were used. Starting with the urbanization agglomeration economies and the localization agglomeration economies, the paper has made comparisons on the aggregation scale and scope of the factor flow of regional resources respectively. Meanwhile, the paper has made an inspection on the analysis results from different perspectives through Sam 4.0 Software, and the conclusions are as follows: 1) The agglomerative economies have remarkable effect on the allocation of resources; 2) The agglomeration intensity and scope of different resource factors are also different; 3) The urbanization agglomeration economies and localization agglomeration economies have significant differentiation on resources allocation, and the urbanization’s economic effect on resources allocation is significantly higher than that of localization econo
