To achieve the objective evaluation of reforming old industrial buildings, besed on emergy theory the index system, decision criterion and basic Steps suitable for renovation of old industrial buildings were established. The method of evaluation of emergy avoided limitations of currency evaluation which was an appropriate method reflecting the contribution of natural resoures to economic development and human activities, which could improve the scientific level, effectiveness and operability of the reforming analysis and evaluation system for old industrial buildings.
